The Office of Environmental Quality Control (OEQC) was established in 1970 to help stimulate, expand and coordinate efforts to maintain the optimum quality of the States environment. OEQC implements the Environmental Impact Statement law, Chapter 343, Hawaii Revised Statutes (HRS). Office planners review and comment on hundreds of environmental disclosure documents each year. Twice a month, OEQC publishes The Environmental Notice. This bulletin informs the public of all projects being proposed in the State that are subject to public review and comment. At the request of the Governor, the Director of the OEQC is empowered to coordinate and direct State agencies in matters concerning environmental quality. The Environmental Council is a fifteen member citizen board affiliated with the Office of Environmental Quality Control.
